If any staff have time, could you take another look over my reforms? They're the first set I've written this game, but I'd appreciate it if they were taken seriously.
I can see why Annatar might think they're a piss-take, but Hemp (Cannabis Ruderalis, a plant that would do nothing but give you a headache if you smoked it) was, at this time, an essential crop - it was needed to make canvas for sails, rope for rigging, military uniforms... Altogether very important for a colonial power, to the point that Elizabeth I of England required all farmers with more than 60 acres to grow it.
As for the Sanitoriums reform, why exactly can I not use opium poppies and cannabis to treat the sick? Both plants were used medicinally at the time, and both are included in the "50 essential herbs" of Chinese medecine - the whole point of the reform is to combine Western and Eastern medical traditions. Hell, we still give patients opium today, in the form of morphine and diamorphine. Also, both plants are already in common use in Malaysia where I'm trying to set them up, and can be grown in those countries without too much difficulty.
I know staff are busy with increases, but it doesn't really seem fair to me that the reforms I spent quite a long time researching and writing should be dismissed out of hand like that.

There are a couple of points in your reform I am unclear about:
"Doctors and surgeons are to be recruited from Holland and from Italy, and from the lands of the Moors and the Arabs, and herbalists from the Orient, and natives, to serve as nurses and orderlies. Payment will be accepted in the form of Hemp, tobacco, and other essential produce from those who are unable to pay otherwise." - who is the paid and who is the payee?
"III. Speech to the People" - to whom is this made? Just the Netherlands or the Dutch East Indies and other colonies as well?

Patients at the new Sanitariums will be required to pay for their care; Fees will be paid to the Trustees responsible for the Sanitarium, who will hold responsibility for maintenence and payment of wages. They will receive a small government budget, also.
The speech is to be delivered personally in Amsterdam, and disseminated to the people in Batavia and the colonies.

Is there any reason why my initial reform has not been updated when other people's (Sweden included) who reformed afterwards have had theirs checked?
