REFORMATIONS TO THE KINGDOM OF NAPLES [/u][/center] [navy] Decree I[/navy] - Accession Day April 10th, the day of my accession as Queen shall become known as "Accession Day", and this day shall become the most important of all national festivals. The day shall be one where no man or woman works, and everyone invests in a day of celebration and relaxation. ____ [navy] Decree II[/navy] - National Animal The national animal of Naples is to become the "peacock". We feel this sums up our serene little nation. The peacock's qualities include beauty, pride, shrewdness, and swiftness. It shall become illegal to hunt or kill a peacock, with a fine of 1000 Livre for any culprit. The finding of a peacock feather in Naples shall become a sign of good luck for my people. ____ [navy] Decree III[/navy] - National Motto The motto to be printed on coinage, and all Governmental documents of the Naples shall be: Freedom - Unity - Beauty ____ [navy] Decree IV[/navy] - National Flag The old flag of the Parth. Republic is to be replaced with a new flag, which is displayed underneath. This new flag will be issued to be flown atop all churches and governmental buildings. The yellow and red are traditional colours of Naples and Sicily, with the trio emblem in the centre representing constituent parts. The blue border represents the ocean surrounding all the islands of Naples. ____ [navy] Decree V[/navy] - Liquor Tax A tax on all alcohol shall be levied. This shall add 10% to the current price. This is as a result of lairy behaviour reported within the Neapolitan suburbs. ___ [navy] Decree VI[/navy] - Libraries in capitals The Neapolitan Library is to open to the public, books cannot be removed but shall be available to read within the confines of the glorious Neapolitan library in Naples, Palermo, and Heraklion. Lessons shall also take place on how to read on Wednesdays at 6 o'clock PM. We believe a more literate populace are a happier one. ____ [navy] Decree VII[/navy] - 10p income tax rule We shall not be introducing this, and we feel our population shall rejoice at this news. ____ [navy] Decree VIII[/navy] - Papal Invite We wish to cordially invite His Holiness the Pope to Naples for a State Visit. We do so hope the powers that be shall accept on his behalf, for my peoples are eager at the prospect at showing His Holiness our beautiful nation. ____ [navy] Decree IX[/navy] - Strada di Caroline In an attempt to increase patriotism, and the "Cult of Caroline" every main street (of a town) shall be renamed "Strada di Caroline" to promote our glorious Queen. ____ Many thanks. :]

The people are overjoyed at such a beautiful animal becoming the national animal, and as such feel greater ties with the country.

This has small effect on the patriotism of the country's inhabitants - Republicanists and monarchists alike enjoy the three new aims of the country, as very few enjoy the feeling of brotherhood in the current climate.

The people again enjoy the new flag, showing the government is in touch with the people, however they feel that it would have been even better had the government taken regional and provincial flags intoo account too.

Those who feel it is unfair are balanced by those who feel that liquor should be banned and that this is a step towards that end. Therefore no patriotism bonus/penalty.
The amount of wines produced in the Italian provinces cause an increased income of 500 Livre each per year, adn an added 250 per year in Crete. ___

The populace love this addition to the culture of their cities, however the creation of "backup" documents, to ensure that any vandalism causes no lasting damage costs a large amount.
The literacy lessons are well attended, but cost a large amount since a steady supply of illiterate countrypeople come to these lessons.

The people are slightly worried about the queen's apparent egotism, and as such have a little less faith in her fitness to rule, however it allows the countrymen to flaunt their patriotism. (It seems a bit more fanatical than the British 'Queen street' thing)

These shall be: * The Kingdom of Naples1 * The Kingdom of Sicily1 * The County of Malta * The State of Janina * The Protectorate of Crete1(These are will be known as the mother kingdoms, the most industrious and populous. These together form the heart of Naples, this recognition we feel would raise provincial loyalty.)Each of the above names were chosen in accordance with the form of Government when the nation was last independent. We feel the return to these names will create a sense of autonomy within the Empire; respecting our individual states' histories while together honouring our Queen. We believe that this will increase provincial loyalty in each province, as well as foster a sense of patriotism towards the Queen._________________ [navy] Decree XI[/navy] The Title of the Queen The official state title of Caroline is such: "Her most imperial and beautiful majesty, Caroline, by the grace of God, Empress and Queen of Naples and Sicily, Lady of Janina, Countess of Malta, Lady Protector of Crete"It should be noted that this title does not include titles held by Caroline that are France specific, awarded to her by her brother before her coronation as regnant Queen of Naples. The Empress shall still simply use the insignia "R" (for Regina) when signing any official document. This "R" (in the same way "R" for "Rex" after a male signature) represents the fact she is an anointed and regnant Queen and Empress. We feel the Queen's specific title for each one of her realms will increase their provincial loyalty to her, as they should understand these titles respect their heritage, and her commitment to it. _________________ [navy] Decree XII[/navy] - South Italy The province formally known as "South Italy" is to be changed to "Naples". _________________ [navy] Decree XIII[/navy] - Abolition of the Slave Trade We are aware that other nations have also reformed this, but we note this is a global trend at the time, not direct copying.[/i] The Queen has decreed that the selling of man in a nature not dissimilar to the selling of livestock is against her ideals, and against Christian ideals. As such, the trading of slaves within Naples, and by Neapolitan Merchants shall become an offense punishable by imprisonment. In a speech to her people last week, the Queen quoted the Parable of the Good Samaritan in her justification for this decree. We believe this should increase our provincial loyalty in the province of Malta, frequently used as a base for the transporting of slaves to Europe (!), which resulted in high crime rates and theft of boats. Moreover, we feel this will increase patriotism throughout Naples._________________
