Resolutions of the Batavian Republic

I. General Reformations

i. The city of Jakarta is to be given a second official name, New New Amsterdam. Further, it will be declared the capital of the Oriental Batavian Republic, and second capital of the Republic worldwide.

ii. In order to aid the war effort, we would request all farmers growing non-essential crops turn over half their farms to the production of hemp. Leaflets will be published outlining the benefits of hemp, and how it is essential for our military strength and prosperity.

II. Regarding the construction and staffing of new Javan Sanatoriums

i. Orders are to be given to begin constructing a system of sanitoriums stretching across the island of Java. These Sanitoriums will follow the model of the Moslem Bimiristan, providing treatment and care for the wounded, ill, and infirm. They will also serve as academic institutions, for the education of doctors and the study of medicine.

i. ii. To provide a healing enviroment free from urban miasma, these new sanitoriums will be built away from major settlements. Their grounds will contain gardens for the growth of medicinal herbs, to better treat patients. Orders are to be given to begin horticultural endeavours to breed purer, more effective strains of the herbs Papaver somniferum, Cannabis sativa, and Hydrastis canadensis (Natural painkillers, antibiotics, and sedatives).

ii. Doctors and surgeons are to be recruited from Holland and from Italy, and from the lands of the Moors and the Arabs, and herbalists from the Orient, and natives, to serve as nurses and orderlies. Payment will be accepted in the form of Hemp, tobacco, and other essential produce from those who are unable to pay otherwise.

III. Speech to the People

Friends and brothers! It is with heavy heart that I adress my fellow Dutchmen. The Indies stand broken, but all is not lost. The British have taken the island of Sumatra, and Malay, and much of Borneo. But they have come no further. The lines have been drawn, the aggressors beaten back - but not yet driven off. And that is why I come to you today.

My countrymen, I call to you to lay down your torches and agricultural implements, to cease bringing chaos and destruction to our streets, to join together in faith and brotherhood and give yourselves unto the future. There are two paths before Batavia, two strands our destiny could follow. It is to you, Dutchmen, to choose which one you take. In 50 years time, will the sun rise on a rich, powerful Dutch Empire, her strong arms encircling the globe, her colonies won back a thousan times? Or will it rise on a people beaten and subjugated? A people 'neath the heel of foreign despots in London or Vienna, starving while their King grows corpulent, weeping while he rejoices in their loss?

People of the Republic, we must stand together! Division will breed only dissolution and death, the death of our ideals and our identity and our future. We must stand together, and stand strong!

Above all else, I implore you, Dutchmen, to have faith in liberty.

I. General Reformations
Article i - I agree with Keiran, no change as this has not been combined with any tangible benefit to the city.
Article ii - Hemp production is important, but producing it comes at the expense of producing other products, plus 1,000 Livre income in Java and Sulawesi, plus 500 Livre income in Borneo. (I would give you more substantive military benefits but our rules are strict when it comes to military costings.)

II Javan Sanatoriums
Ten small-sized ones, at a cost of 5,000 Livre each, are created on Java. This increases the provincial loyalty by one point and the territory rating by one point.

You bring back 2,000 Livre in revenues, and the rest of the payments you receive are in the aforementioned goods which are traded and increase the provincial income by 5,000 Livre.

III - Government Restructuring

i. The political structure of the Batavian Republic is changed. This new Republic will consist of the 7 States of the Netherlands, the State of Java, and the Territory of the East Indies. All current residents of these areas will be declared citizens of the Republic - Citizenship papers (which are now required to vote) will be issued in all relevant government offices.

ii. The issue of citizenship papers will be used to perform a census of each region of the Batavian Federation - this will be essential in future reforms.

iii. A Constitutional [thing] is to be called in Amsterdam and in New New Amsterdam. The final document, outlining the political system of the nation and the rights of the people, will be the start of a new era for the free Dutch people - the greatest statesmen and intellects in Holland and Java will be called together to discuss and write it.


IV - Maritime Trade Regulations

i. It is agreed that the heavy British dominance of trade represents a clear danger to the stability of the nation. Recognising the large British dominance of the industry and shipping routes, we propose to institute a new system with the intention of maintaining strict government oversight of the industry in the Netherlands and the Dutch East Indies. The following legislation will, therefore, apply to foreign and Dutch ships in our ports equally.

ii. A new governmental body, to be named the Trade Inspection Bureau, is to be established. This organisation will be responsible for monitoring every Trader and Trafficker operating within Dutch ports - any who are found to be in violation of this legislation will be fined a sum to be decided by the Board, although this sum should never amount to less than 500 Livre. Those unable to pay their fines in full will suffer confiscation of their property to the value owed.

iii. All merchants importing or exporting Opium or Tea must posess a licence, to be issued by the Trade Inspection Bureau. This licence must be renewed annually, in order to accurately discern the amount of these goods entering and leaving our nation and her overseas territories. A moderate fee will be levied on each issue of the licence. Any individual or institution found to be trading cured or uncured Opium or Tea internationally without a licence, or to be misrepresenting the quantities they are trading, will be held in violation of this legislation and subjected to the judgement of the Trade Inspection Bureau.

iv. Legislation is to be introduced to improve the living conditions on Merchant ships. Work hours will be limited to 10 hours per day, and food rations must be varied and fit for human consumption. Any ship-owner found to be violating this legislation will be fined 100 Livre per infraction. This clause will not apply to foreign ships.
