I. General Reformations
i. The city of Jakarta is to be given a second official name, New New Amsterdam. Further, it will be declared the capital of the Oriental Batavian Republic, and second capital of the Republic worldwide.
ii. In order to aid the war effort, we would request all farmers growing non-essential crops turn over half their farms to the production of hemp. Leaflets will be published outlining the benefits of hemp, and how it is essential for our military strength and prosperity.
II. Regarding the construction and staffing of new Javan Sanatoriums
i. Orders are to be given to begin constructing a system of sanitoriums stretching across the island of Java. These Sanitoriums will follow the model of the Moslem Bimiristan, providing treatment and care for the wounded, ill, and infirm. They will also serve as academic institutions, for the education of doctors and the study of medicine.
i. ii. To provide a healing enviroment free from urban miasma, these new sanitoriums will be built away from major settlements. Their grounds will contain gardens for the growth of medicinal herbs, to better treat patients. Orders are to be given to begin horticultural endeavours to breed purer, more effective strains of the herbs Papaver somniferum, Cannabis sativa, and Hydrastis canadensis (Natural painkillers, antibiotics, and sedatives).
ii. Doctors and surgeons are to be recruited from Holland and from Italy, and from the lands of the Moors and the Arabs, and herbalists from the Orient, and natives, to serve as nurses and orderlies. Payment will be accepted in the form of Hemp, tobacco, and other essential produce from those who are unable to pay otherwise.
III. Speech to the People
Friends and brothers! It is with heavy heart that I adress my fellow Dutchmen. The Indies stand broken, but all is not lost. The British have taken the island of Sumatra, and Malay, and much of Borneo. But they have come no further. The lines have been drawn, the aggressors beaten back - but not yet driven off. And that is why I come to you today.
My countrymen, I call to you to lay down your torches and agricultural implements, to cease bringing chaos and destruction to our streets, to join together in faith and brotherhood and give yourselves unto the future. There are two paths before Batavia, two strands our destiny could follow. It is to you, Dutchmen, to choose which one you take. In 50 years time, will the sun rise on a rich, powerful Dutch Empire, her strong arms encircling the globe, her colonies won back a thousan times? Or will it rise on a people beaten and subjugated? A people 'neath the heel of foreign despots in London or Vienna, starving while their King grows corpulent, weeping while he rejoices in their loss?
People of the Republic, we must stand together! Division will breed only dissolution and death, the death of our ideals and our identity and our future. We must stand together, and stand strong!
Above all else, I implore you, Dutchmen, to have faith in liberty.
