I. Persian Arts
Fat'h Ali Shah Qajar believes that Persian arts are some of the finest in the world, but Persian culture is being influenced by foreign artists. 5,000 Livres shall be put into the continued revival of the Persian arts and painting. The Shah hopes this will bring back meaning and individuality to Persian culture and it's people.
II. Carpet Industry
Persia have long been known for their exquisite carpets. 10,000 Livres will be put into this growing industry, and joint with the Persian arts revival, the Shah hopes that more carpets can be made for our new trade partners and Europe.

Persian Arts To be honest with you, the effect of this is so tiny in the grand scheme of things that I don't think I can give you anything for it. As such I'm shan't take the 5,000 Livre from you either.
Carpet Industry This increases provincial incomes by 500 Livre each. (More effort, money and examples of how you will improve this would've made a bigger increase which might've included rulership or patriotism.)

III. Pilgrimage
Fat'h Ali Shah Qajar is to embark on a Pilgrimage to the three Holy cities of Islam. He does this to both satisfy his people and prove his commitment and dedication to Islam, and also to satisfy the Shia Clergy who play a large role in the governing of Persia.
He shall first travel to the Masjid al-Haram in Mecca. Mecca is located in the Arabian Tribes, and as such will travel with a small guard with word sent ahead of his peaceful pilgrimage to Mecca which we hope they will not stand against following Muslim traditions. In his time in Mecca Fat'h Ali Shah Qajar shall pray in the Mosque and shall converse with the local leaders if possible.
Fat'h Ali Shah Qajar shall then continue towards Medina. The same provisions shall be carried out as done in Mecca and Fat'h Ali Shah Qajar shall pray in the Masjid-an-Nabawi, and once again talk with local leaders both political and religious.
The Pilgrimage shall end in the Masjid Al-Aqsa in Jerusalem. We have attained permission of the Ottoman Sultan to pass through his territory. Fat'h Ali Shah Qajar shall visit the Dome of the Rock and pray. He will then return home to Persia to a royal tour of Persia with plans to be laid out on his return.
We anticipate the pilgrimage to last around 9 months to a year, and until that time the Crown Prince Abbas Mirza shall rule. Word of the Pilgrimage shall be spread to the people as he shall leave through the streets of Tehran.

IV. Return Tour
On Fat'h Ali Shah Qajar's return to Persia from his Pilgrimage, a street celebration shall be held in Tehran to celebrate the Shah's return. 5,000 Livre shall be spent to make this day memorable for the people of Persia. The celebration shall consist of competitions, a show of Persian arts and skills, a military parade of troops returning victorious from the Punjab, food and drink for all (an extra 1,000 Livre shall be put aside to make sure that supplies can be maintained throughout the celebration), and finally a speech from Fat'h Ali Shah Qajar about his revelations on his Pilgrimage.
"My Fellow Persians I have returned from my time of personal dedication to Islam far wiser than when I left Tehran. Our nation once stood above all others and we dominated Man Kind. But alas like all past Empires we fell, but we shall rise again as the Colonial powers falter and we shall make sure that we do not fall again and we shall continue to grow and strength until we not only dominate Middle Eastern and Asian Politics but the world as well. The world shall talk of our wealth, look in wonder on our nation and people and if they oppose the rise of Persia shall hear our armies march in their thousands to victory. We have proved we are no longer a pawn to be used in a game between European powers. We have defied British threats and pushed on to our goal and we continue unhindered to victory in the Punjab and elsewhere in India. Persia shall not be intimidated or used, and our Empire shall rise once more and bring with it the wealth and power to the people that the Empire of old brought.
With that I shall announce that I shall be making a Tour of the Cities and Towns of Persia where I shall arrange to see what needs to be done to reach this goal quickly. Persia's enemies not only lie outside our borders in the form of foreign armies but also internally in the form of poverty, disease and corruption. I shall destroy all threats to Persia and I shall first destroy the one that affects you the people, the driving force of our Empire, it's Heart and Soul."
V. Shia Clergy
The Shia Clergy hold a major role in Persian affairs, and partly represent Islam in Politics. To show the Shah's commitment to Islam and to his people's religion and his own a grand new building shall be constructed for the Shia Clergy in Tehran. We hope this shall show the People in a visible form how committed the Shah is to Islam and Persia. Space is to be left around the building for further expansions. 20,000 Livre shall be used on the building with a further 5,000 Livre to be given to the Shia Clergy to increase their influence in Politics and to adorn there building as they wish and to hopefully give more support to the Shah.
VI. Water
10,000 Livre is to be spent to construct many new wells and water facilities in Tehran to give people easier access to water. Further projects of this type shall be brought to other cities on the Shah's tour but for now the target shall be the Capital and Largest city of Persia. Increases Water supplies may also help farming and crop yields that supply food for the country.

Return Tour-5 500 Livre For the feast etc. - 500 Livre For minstrels, couriers, ;top parchment and all other things befitting a king's speech transcript being sent across and Empire (since people were very, very interested in it). + 1 Patriotism+ 0.5 Rulership for the speech and it's spreading across the Empire V. Shia Clergy- 25 000 Livre+ 1.5 patriotism+ 0.5 Rulership for being in touch with real life persia + 500 income due to tourism (pilgrims, can't beat 'em) VI. Water- 10 000 Livre+ 3 000 Income since trade is simpler when water is about + 1 Patriotism Because the people like trade Totals:+3 patriotism (an extra + 0.5 due to mintness of reforms, and I like round numbers ) + 3 500 Income + 1 rulership- 40 500 LivreProfiles done, income added to the province with Tehran in it.

It has come to the Shah's attention that in the rush of events, caused by war and his pilgrimage, that he has not had a chance to fully overlook the basic persona of Persia. This affects the way people see Persia and most importantly the way Persians feel about their Empire. These have been updated by the Shah to suit the needs, aims and ideas of Persia growing Empire and it's people. VII. National MottoThe well known Persian phrase 'A stone thrown at the right time is better than gold given at the wrong time' is to become the National Motto of Persia. The Shah will attend discussion with the Shia Clergy and other members of his ruling council were he will discuss his reasons for this choice. His answer will be that Persia does not have as many resources as other Empires at the current time but if we use them at the right time in the right way then nothing can stop us. This discussion is to be taken down by scribes and sent throughout the Empire with news of the Motto. The Persia phrase 'Be a lion at home and a fox abroad' is also to be put on the end of Fat'h Ali Shah Qajar's title, as well as on any standards he carries into battle. As he feels that he should have full control and support in his homeland but when he is abroad he should be wise and cunning like the fox. VIII. National AnthemThe first national anthem has been composed by Agha Amir Lotf, on the orders of the Shah. It is aimed at entering the hearts of the people of the Empire and inspiring a new love for Persia, through Music. The lyrics are as follows: Rise now dear Persia, Out of the sand, Rise now dear Persia, And reclaim your rightful land,
The Shah is your mind, Islam your laws, Your armies your body, And the people are your soul,
Rise now dear Persia, Out of the sand, Rise now dear Persia, And reclaim your rightful land,

Rise now dear Persia, Out of the sand, Rise now dear Persia, And reclaim your rightful land.IX. Flags and BannersA New Flag is to be brought in. There are to be three flags used. The circumstances for each of the flags is: White: Neutral, to be flown at all times. Green: When at peace with all nations. Red: In a state of war. This is done so people can see visibly what state the country is in. It is also to bring in a new sense of National Identity with the redesigned flags.

All provinces are to have at least one City or Port so they have a better representation in Persian Politics. The Shah believes this is for the best and hopes it inspire patriotism and loyalty from his people as they shall soon see that thir province of the Persian Empire has not been forgotten. X. BushehrThe Port Town of Bushehr is to be built up into a city to provide the People of Persia and the Province of Persis more wealth. It shall also give the Shah's navy better access to the Persian Gulf. (This was a very large port town at the time, so we hope it shall only cost 100,000 Livre to build due to it's size. For proof of that fact look here, it was being used a bit by the British and was fought over in a few wars.) XI. ChabaharThe Relatively small port town is Chabahar is to be built up into a Large Port. This is done as it is Persia's only direct port in the Indian Ocean, and the trade benefits would be great for the Baluchistan province which is not as wealthy as other provinces of Persia and is not represented by a city or port. We hope this will make the people of the Baluchistan more loyal to Persia when they experience the wealth the new Port will bring. (We fully expect this to cost the full 200,000 Livre due to it's size at the current time.) XII. MashhadMashhad is one of the most important sites in the Shia faith, and thousands go on pilgrimage each year to the region. The Shah believes it is fitting that this city should be given city status and built up into the representative for the Province of the Parthia region. Pilgrims will provide wealth for the province as it grows, and better standards shall be given to pilgrims from the soon to be city. (This was a very large town at the time and it was even 500 years ago considered a city by some, so we hope it shall only cost 100,000 Livre to build due to it's size. For proof of that fact look here, it is one of the most important cities in the Shia world and has been fore the many centuries before.)
