I do believe I asked for you to do my reforms, so I feel I deserve it. And anyway, the modern system of employment means that I won't run out Reform I: EducationI believe that it is the right of every child to be able to read, write and perform elementary mathematics. To this end, small schooling houses will be built in every notable settlement (with approximately 1000 residents). These shall teach the children from the age of 5 to 9 in literacy and numeracy upon all days bar the Sabbath day, which should remain holy to all (as there is currently no concept of weekend, not till the late 1800s).
Furthermore, education establishments in the main settlements of the Republic (to name but a few: Bergamo, Sondrio, Milan, Rimini, Bologna and Parma) will be expanded to allow for further education, widening at the age of 9 to include Sciences, divided into Chemistry (including Metallurgy, Geology, Medicine), Biology (Dissection of animals and humans for the most part), and Physics (Astronomy, Mechanics, Forces). There shall also be small inclusions of the arts, music and foreign languages. From there until the age of 15, these students, and any others from the smaller schooling houses who show considerable promise or zeal in their studies, shall study from the hours of nine o'clock in the morning until three o'clock in the afternoon on the aforementioned days. The cost of the schooling shall come from the state's coffers.
N.B. There
Must be at least one schooling house per commune, if one is not to be apparent otherwise, it shall be put in the largest settlement in the commune.
Reform II: TaxationThis reform outlines a taxation system in the Republic, outlined in three articles:
Article I: CensusTo ensure that the government can properly account for every citizen over the age of 15 in the Republic. In order to do this, Censi will be carried out every five years to account for every household in the Republic. This will take records of:
- the Patriarch of the household
- the Matriarch of the household
- other men and women above the age of 15 in the household
- all underage citizens in the household
The Census will take: the name; year of birth; current work; income; marital status of all the above groups except underage citizen, where only the names and year of births need be recorded.
The census will be used to form a database of all citizens in the republic, allowing for recognition, and preventing any disappearances.
Article II: TaxationThis Article outlines the taxation of any working over-15 registered by the above censi. Any working person who earns above a certain wage (enough to live on, taking into account the number of earning adults and under-16s in the household) shall be taxed one twentieth of their wage to ensure the Republic can pay for education
et cetera. This system of taxation is designed to go easier on the poorer citizens but harsher on the richer citizens, to ensure that no one becomes too poor by the system, a problem the Republic has seen with the poll tax which was once instituted in Britain. I hope that the people will not lose too much faith in the Republic, but I feel it is necessary to ensure the government can continue to serve the people.
Article III: Governmental officesThis article precludes the opening of Governmental offices in any settlement of size enough to warrant a schooling house. These shall oversee elections, censi and taxation officials.
These buildings will represent the Republic and it's pledge to the people, and so there will be capacity for matters to be brought up in the senate, flagged up by individuals of the Republic. These shall be vetted by the officials and then sent to the senate.
Reform III: AgricultureThis reform outlines decrees sent to farmers around the regions of both Emilia and Lombardy. These decrees will advise farmers upon the best ways of ensuring good crop year after year, specifically to spend the winter months growing peas or other legumes to ensure the soil is good for their normal crops. (N.B. peas have been grown in Syria, and are a winter growing plant)

LombardyEmilia Following the Austrian example, 5 000 Livre are to be set aside for purchase of flags, noting that the Flag of Emilia has been changed, therefore these will have to be manufactured. Flags are to be hung in every port and major town above the town hall, the regional flag below the provincial flag. This should, hopefully, provide an increased loyalty to the Republic as a whole.
Reform V: Senatorial changesThis reform will overhaul the Senatorial system of Cisalpinia to hopefully bring the voice of the people more to the forefront. the different senates and offices are as follows:
CommuniEvery commune will have it's own
Communal Representative elected by the people as a whole (male, above 15, employed) every five years (starting in 1803). These people will control their day-to-day runnings of their commune, and attend the regional senate, as described below.
Prior to any election, candidates must first be recorded (and be male, over 25, employed, literate and numerate), then may attempt to convince the populace through public speeches and any other way they see fit during the six weeks preceding an election. They may not, however, commit bribery or blackmail (or any other crime), with offenders being punished with 5 years hard labour in a mine.
Voters must first register
in person before the six weeks begin, and also must turn up on the election date, again in person, and report their favoured candidate and their name to officials at government offices to be checked off on a list.
RegionEvery representative in a region will come together once a month for a regional senate, to be held in odeon-styled theaters. Here they will discuss running of the region and any other matters that befits the regional senate, such as votes of no confidence (allowing the majority to vote for the removal of hopeless delegates as long as examples of prior incompetence is shown to a higher authority) etc.
ProvinceFrom the regional senates, 10
Regional Representatives will be elected by majority vote (1803, then from 1809 and every 5 years afterwards) from the regional senate to enter a Provincial Senate, in which delegates will decide Provincial reforms and other day to day runnings of the Province. Furthermore, one leader of all these delegates will become the
Provincial Representative, the second highest office in the Republic.
Meetings of the Provincial Senate will be bi-monthly. Elections of Provincial representative will take place every 5 years, the first being in 1803, but afterwards from 1810, 1815 etc.
Inter-provincethe General senate will be comprised of half of the delegates from the Provincial senates, again chosen through democratic voting in the Provincial senate, although this must include Provincial representatives. In this, a municipal election will take place, deciding upon which of the Provincial Representatives most deserves the title of
Doge and the task of being the Republic's representative to the outside world. Elections for Doge will take place in 1803, 1811 and every 5 years afterwards. This senate will meet monthly, discuss inter-provincial and major reforms, wars, and foreign relations.
With this reform,
21 Odeon based theaters (using the odeon's brilliant style of acoustics to ensure an audience in the hundreds can gather there) will be built (one per region), for use as senatorial houses, and for use as theaters for the general publics use, housing acting and music shows to help pay for themselves. 12 will be build in Lombardy, with the biggest (for the region of Milan) to hold Lombardy's Provincial senate, and the General Senate meetings. 9 shall be built in Emilia, again one per region, with the one in Bologna serving for the Provincial senate.
New senatorial decrees will be sent to all major settlements and all communes to ensure the people know of the changes to the senate and their impeding elections this will hopefully raise rulership, as they will see that the senate will be directly influenced by their vote.
Reform VI: EmiliaThe province of Emilia denotes over half of the land of the Republic. I am shocked, therefore to see that it has less than a third of the income of Lombardy, and this reform will attempt to rectify that. I wish to see several industries expanded in the area.
Firstly to Agriculture. I wish to make
10 000 Livre available for use by farmer to expand Emilia's agricultural industry, including the growing of wines such as Lambrusco and Sangiovese. This shall be used for procurement of Arable land, tools, training of workers and other items important to the industry.
Secondly, upon the port of Rimini (please could you correnct the name as well?).
10 000 Livre will be spent twofold. Firstly upon the docks and trade to ensure that trade is brought about in an efficient way, and also to expand the docks to allow for further trade. Secondly upon the renovation and expansion of the town itself. I wish to make Rimini an example of Italian sophistication to travellers, and I hope that this will allow that to happen.
Thirdly, upon the town of Bologna. It is my express with to expand Bologna to a city when funds become available, but until then, I wish to spend
5 000 Livre on renovation and expansion of the town, an act which will also promote industry in the area.
Finally,
5 000 Livre will be spent on internal roads and trade routed to ensure that travel and trade in Emilia can be done quickly and easily.
Overall,
30 000 Livre will be spent on Emilia to bring it's
income and
loyalty, up so that it lies as a standard of Italian excellence and sophistication.
Concisely put (I-VI)I: Education for everyone from the age of 5 to 9, further education in large settlements to 15. curriculum of maths & english (basic and expanded), with additional science classes for those who are in the expanded schools
II:I census every 5 years for the people.
II 5% tax to every earner, with exemtions for poor people.
