The following missive will be sent to the offices of Girolamo Luigi Francesco Durazzo: Dear Mr. Durazzo,
I wish to propose a most beneficial prospect to you. I believe that in this current climate, war can come and go like wildfire, appearing out of nowhere to claim entire countries, then disappearing as fast as it came leaving devastation in it's wake. It is for this reason alone that I write to you today: Protection and security, not only for ourselves, but for the subjects we have been blessed with the honour of serving. For instance, we are both surrounded by Monarchists.
To the North lies only Sardinia and it's monarchistic tendencies and pledges of anti-Republicanism. Indeed it has now made an Alliance with Austria, claiming that they will wipe out the 'threat' of Republicanism together.
To the east lies Austria, a nation so obsessed with destroying Republicanism that it even invaded Prussia, a former ally, just because the King of Prussia decided to show an open stance to France.
France itself is planning on abandoning it's Client Republics, as rumour has it. If this is true, then we must redouble out efforts to stand together against an unfriendly world, because if France will not stand with us, then the full might of the Coalition will come down upon our Republics and attempt to destroy the states we have both created. What, I ask you, can we do divided that we cannot do better united? If the coalition attempts to destroy our two countries, will we not stand a better chance of survival together?
Finally, the south. The Ottoman Empire has not shown the anti-republicanism in the past three years that certain other countries have, but we must still be wary that it will attempt incursions into Italy, after the Sultan became one of Lady Caroline's suitors.
As I have shown, every point of the compass holds unfriendliness and reduced relationships. We must stand together to face the test of time and overcome it, otherwise we will be stamped out and forced to join a monarchistic super power.
So, what do I offer you? I offer the Ligurian Republic a chance to peacefully merge with the Cisalpine Republic, a state which, I'm sure you will agree, will be greater than the sum of it's parts. Neatly put, I offer:
- Semi-autonomy - you will become the Representative of Liguria, no less than you were to the world, but much, much more than you were to Cisalpinia, one of the three highest positions in the government, placing you in continued control of Liguria.
- Protection. The Cisalpine Republic's army far outstrips that of the Ligurian Republic, and if we were to merge our states, I think your people would feel much more secure in their beds with the extra protection it will bring you.
- Economy, as the Cisalpine Republic's economy is over twice as strong as the Ligurian's. With this at your disposal, will you not find it easier to serve the people?
- Another point, being that the Cisalpine Republic has access to trade companies, a commodity I think you will find most beneficial in ruling your country.
- A chance to be the Republic's Representative, for I wish to call an election deciding upon the General Representative in 1804, assuming that the Ligurian Republic merges with the Cisalpine Republic.
In Return I request merely three things:
- First that the armed forced of the Ligurian Republic and the Cisalpine Republic join together in order to perform their duties with more ease and number.
- Second that the Ligurian Republic and the Cisalpine Republic's economies merge to form a much more potent entity and allowing for more focused and expensive reforms can be carried out - beneficial to both ourselves and our states.
- Finally, that the Ligurian Republic becomes part of the Greater Cisalpine Senate, conforming to the method of Representations outlined in the attached document.
With this, the Ligurian Republic will, in effect, become part of the Cisalpine Republic, but this does not mean that we are taking over, merely that both our countries have decided to join for greater glory, and to hopefully stand the test of time.

The Austrian Empire itself sends a letter to Girolamo Luigi Francesco Durazzo:-
"Dear Mr Girolamo Luigi Francesco Durazzo,
Do not be deceived by the Cisalpine Republic, they spout lies, lies and more lies. Indeed, we point to the following points as all false:
— Austria did not invade Prussia, and the primary reason for the declaration of war was for the promotion of pro-Prussian propaganda within the Holy Roman Empire.
— The Cisalpine Republic would lead you to believe that that you would stand a better chance of survival together than separately: we inform you now that this is not the case. Firstly, should the might of the Coalition decide to come down on the Cisalpine or Ligurian Republics, there is nothing either nation could do to stop it; secondly, with the Cisalpine Republic's expansion, it is more prone to being attacked by those nations who would feel uncomfortable with such expansion.
— The Ottoman Empire shows no anti-republicanism by being a suitor of Queen Caroline, it shows the Sultan wishes to be a suitor, nothing more, nothing less; also, the Kingdom of Naples is so far south, why is it of a concern to either nation? We'll return to this point later, but in the mean-time we'd also like to point to the fact The Ottoman Empire left The Coalition as proof that it is not as anti-republican as Mr Cocastelli would have you believe.
— We also think Mr Cocastelli is being disingenuous with regards to the motive of the Kingdom of Sardinia - it was seeking protection from republican, not aid in its destruction.
— Mr Cocastelli further claims this is about protection, security and economic strength. It is about none of these things (as the Cisalpine Republic can offer none of them in comparison to much larger nations such as The French Republic or the Kingdom of Spain), what this is about is Mr Cocastelli looking to increase the size of his own army and treasury, gaining the Land Power status and thereby marching his way through Italy. Austria will not stand for this.
Yes we acknowledge that ideologically we oppose republicanism, but Austria, Sardinia, Naples or any other nation have made no aggressive gestures to the Cisalpine Republic of the Ligurian Republic. We ask that you consider further the truth behind the arguments that Mr Cocastelli is saying.
As an independent nation, you have our word that the Ligurian Republic has nothing to fear from Austria; if it chose to be a part of the Cisalpine Republic, we would review the situation and perhaps think otherwise.
We hope you will think this situation through and choose what is truly the safest option for your country.

Dear Mr. Durazzo,
I am disheartened with the lack of reply from our previous letter, but wish to press my point.
As I said before, the world appears biased against republics: We of the Cisalpine Republic have barely managed to stave off invasion from the Austrians, an invasion put in place in order to reinstate the Duchy of Lombardy; The Parthanopean Republic is lost, with a Bonaparte taking the throne; and the Helvetic Republic faces invasion from Austria, again to reinstate monarchy.
I tell you this not to drive you towards monarchy, indeed, the larger Republics are still fighting strongly, and that, I feel is the point we must both consider: Unity. The sheer size of France prevents an open assault by any of the major powers of Europe. The Batavians remain steadfast, as they have the size to remain so. If the two republics of Northern Italy were to join together, perhaps they would fare better against the world. Also, what will become of Italy in a future when all the small nations (such as the electorates of the HRE) have been taken? We must strive for unity, or be lost in the sands of time.
May I say firstly, that aside from not sending a reply to the previous missives, I feel that your rulership over the past 6 years has been exemplary. I feel that no one save you are suited for the task of ruling Liguria. I do not wish to take authority away from you, I wish to increase the responsibility you hold. I wish to cede La Spezia, an ancient region of Liguria from the time of the Ligures, back into the province, which I hope will induce you to consider our offer.
I will also offer the Cisalpine Military and treasury to be used by the Ligurians for conquest and reformations.
I request, in return, that the Ligurians go green, that is, join the Cisalpine Republic as an equal part, and conform to some certain reformation on the nature of the Republics. I am, however, completely open to counter-offers, were you to pose them to me.
