His Grace, The Duke of Hesse - the uncle of His Grace, Wilhelm, Duke of Oldenburg - is to be sent to Oldenburg carrying this letter from the Austrian court.
"Your Grace,
I am sure that you are aware of the many dangers in this world: especially the threat of republicanism which lies on your borders. May I take just a moment of your time to talk to you about these issues?
The Austrian Emperor in his capacity as the Holy Roman Emperor cannot let this happen. The Emperor has stood by your country and your people in the face of the tyrannous French, and we will continue to do so.
The world is changing, however, the Holy Roman Empire is being attacked by other states: the French Republic wanted to invade Württemberg; the Electorate of Saxony attempted to invade the Duchy of Hesse; and the Kingdom of Prussia - currently in alliance with the French - is invading Mecklenburg.
We know that the Batavian Republic - a puppet government placed by to rule by Napoléon's French Republic - have had designs for the invasion of Oldenburg, in which you would be ousted from your throne and your currently ruled as an unholy republic.
Austria has attempted to unite the Holy Roman Empire in defiance of the French and has successfully proven itself to the Dukes of Hesse and Württemberg to become a part of the Austrian Empire. Furthermore the British have sold the Kingdom of Hannover to the Austrian Empire in recognition of its right to unite all Germans under one banner for the good of the country.
If you chose to join the Austrian Empire, you would receive the same benefits as have already been experienced in the provinces of Hesse and Württemberg. The provincial incomes of Hesse and Württemberg have increases by 10,000 and 5,500 respectively, and provincial loyalties have increased by 4.5 and 2 as well.
Furthermore, the Emperor has managed to double the treasury of the country in only two years without raising taxes, has managed to double the army size without the need to conscript, and the people are now fiercely patriotic to their nation.
Also, it cannot be overlooked that Your Grace doesn't currently have an heir which means succession to the throne must be secured: uniting with the Austrian Empire will ensure that his realm does not fall into unwelcome hands as the Emperor's experience in organising an entire Empire is proof that he has the skilled required to organise any realm, and his continued governmental reforms are further proof of this.
As Holy Roman Emperor, His Imperial and Royal Majesty Francis I and II has steadfastly lead the Empire in times of trouble. Chosen by the most important men in the land, he has decided that the best option for the future of the people of Germany is to unite together under the banner of the Austrian Empire to create one strong nation. We hope this aim is something His Grace agrees with, and that his people can be united with those of Austria, Bohemia, Hannover, Hesse and Württemberg so our future can be secured.

In light of the fact that His Grace has some form of mental illness, a similar letter is sent to the courtiers (reworded slightly), with the addition of the following:
"The Austrian court understands that His Grace is currently unwell and that the court are having to organise his realm in his stead. The Austrian Empire feels that it would be prudent if the Emperor would be able to take the reins of the running of the realm as has happened in other parts of the Holy Roman Empire.
In this way the country would be run more efficiently as part of the Empire, increasing the prosperity and strength of Oldenburg whilst enabling the court to have more free time.
We ask that the court considers the proposal placed by the Austrian Empire, and asks that the court uses its influence on the Duke to help make that decision. With the expansion of the Empire, there are now vacancies in the Austrian Court should the courtiers of Oldenburg wish to remove there."

Diplomatic Measures The troops shall be stationed to the north-west of the city of Hannover, from which it is at a close proximity to the Oldenburg capital of Bremen.
The Emperor is travelling there himself to personally command his troops as he believes it will boost morale if the soldiers can see the Emperor has come for the battle, furthermore he believes it is the sign of a strong leader to personally command his troops, not to mention his duty if it is for a cause that he believes in.
The Emperor shall travel to Bremen - under armed guard - hopefully to speak to the courtiers and His Grace, William, The Duke of Oldenburg. He will thank the courtiers for their support, and in recognition of this he will give them gifts hand-made in the Austrian Empire (1,000 Livre for this). It is hoped this will further encourage the court to persuade His Grace to become a part of the Austrian Empire.
The Emperor would like an audience His Grace, the Duke of Oldenburg, and in the meeting would emphasise: the need for German nations, brothers in the Holy Roman Empire, to stand together for the good of our peoples; the higher wealth, rulership rating, and patriotism of the Austrian Empire; the increases gained in loyalty and income in the provinces of Hesse and Württemberg; and the 15,000 Livre which was given to the Dukes of Hesse of Württemberg (which would similarly be given to the Duke should he accept).
Engaging the Troops If the above fails, the Emperor will hastily return to the troops to the north-west of Hannover - again under armed guard - whereby he will command the troops in preparation for war. Before leaving, the troops are told to not attack the enemy until the Emperor gives the word.
The full force is to march towards Bremen in strict lines, but, they are to march to the beat of drums to make the force sound even greater than it is, to intimidate the Oldenburg troops, and to fill the hearts of the Austrian troops with courage.
When the Austrian troops reach the border they will halt so no soldier enters Oldenburg. At that point a great fanfare of trumpets will sound, and the Emperor will stand force - with bodyguards - and proclaim this rousing speech to the Oldenburger troops:
"Soldiers of Oldenburg!
I stand before you today as a friend, a German, and a man on a mission: a mission to unite Germany as a single nation in defiance of the French Republic!
You all have been sent to war due to a misunderstanding with Your Duke: he thinks we mean to supplant him; on the contrary, we intend to glorify him and his duchy to go down in history as one of the founding nations of the united Germany!
We are kinsmen and should not be fighting each other - that is exactly what Napoléon wants us to do. No! We should be working together to build a richer, greater and united Germany to be the best nation on earth!
I call on you now to put down your arms: for honour and for Germany!
[Altogether] For Germany!"
Military Measures If both the meetings in Bremen and the speech fail, the fanfare of trumpets will sound the charge, the drums will beat, and the battle shall commence.
First of all, 75,000 Cavalry will charge into the ranks of the Oldenburger troops with the aim of dividing their troops into two halves. Should that be successful, the cavalry will split into two halves and drive at each of the two halves before returning to the Austrian ranks (if unsuccessful, will merely drive through single mass of troops to return to ranks).
Following the Cavalry, will come the Light Infantry, and 125,000 are to be used in firing the muskets at the lines of the Oldenburgers before running on them with their bayonets for combat at close quarters.
Simultaneously to this, the remaining cavalry together with 75,000 Heavy Infantry should surround the city with cannon-fire, before the cavalry rout the city. No civilians are to be hurt, injured, intimidated or captured.
I stress once more, this is only to be employed should all other attempts at for a peaceful end are unsuccessful.

Objective Twp: Diplomacy/WarThe Court and yourself manage to persuade the Duke otherwise and he sends for his Armies to be disengaged and to stand down the alert of war. The Duke wishes that the same terms of surrender used on Wurttemburg and Hesse be used for Oldenburg.
